Why did Napoleon III appeal to the lower classes?
Louis Napoleon Bonaparte, nephew of the famous conqueror and Emperor, himself became an Emperor as Napoleon III. But before he was an Emperor, like his uncle he held an ostensibly democratic position, one that he won by an election. While Napoleon III would end an Emperor, and then a disgraced exile as France tried for the third time to be a Republic. This time it would last until its overthrow by Nazi Germany during WWII.
