In a large organization, who calculates each and how? I look at the monthly reports sent out by the company and the budget and forecast never match. Why?

Budget is a plan to disclose how much money a person or business will earn and how much they need to spend for a period of time, generally for 1 year. Budgets can be two types; surplus budget and deficit budget.
