A performance management system is a systematic approach to measuring the performance of employees. It enables companies to track and monitor the performance of individual employees, departments, and the organization overall.

Organizational controls include setting rules for each part of the organization, i.e. finances, employees, and best practices, to name a few. Two important aspects of organizational control are consistency and decision-making. Organizational controls not only make organizations effective and efficient, but also ensures that organizational activities are consistent. Managers need to measure progress, offer feedback, and direct their teams if they want to succeed. Policies and procedures help ensure that efforts are integrated company-wide. Organizational controls measure progress, provide feedback and aid in decision-making. The ultimate purpose of controls is to help managers make better decisions by making them aware of problems and giving them the necessary information. Not only do controls measure progress, but they also provide feedback for employees.

The seven key components of a performance management system are goal setting, continuous feedback, evaluation, competency development, career development, outcome management and, culture. Goal setting refers to setting objectives for individual employees. Ideally, goals are set by the employee and approved by the manager. Feedback ensures that both management and employees are on the same page when it comes to goals and expectations. Evaluation refers to individual feedback provided for each employee, so that they know at all times that they are either performing according to expectation or they need to improve. Competency development must be set by the manager and involves training so that employees have the right skills to perform their job. Career planning is similar to competency development, but goes a step further. Employees who have the skills and abilities to grow in their role are given the right guidance to advance in the organization. Outcome management refers to controlling the outcomes of the organization--is the organization performing at its best? Finally, culture includes the general internal and external environment, processes and systems of the organization. Culture defines what the organization is and how it can accomplish its goals. It cannot be said that any component is more important than the other. All seven are required for an organization to implement a performance management system and to thrive.
