Mintzberg's general model of the strategic decision process says that companies are more focused on the traditional approaches of strategy implementation which are deliberate in nature.

The model suggests that there can be the implementation of strategy even before establishing the objectives and goals. Hence, there can be certain cases where the company has to take the strategy implementation before the strategy formulation.

Such strategies are known to be the emergent strategies that are taken in emergent situations and involve resource allocation.
